Soo..I just skimmed first section of the audit.
SOS (save our seniors) is the political action committee that the COA was not supposed to be involved with.
Eva Pratt was the CFO of COA
And now for the lulz......
SOS (save our seniors) is the political action committee that the COA was not supposed to be involved with.
quote:
From February 2016 to December 2016, East Baton Rouge Council on the Aging, Inc. (Council) management and staff used public resources to operate Support Our Seniors (SOS), a political action committee formed to support a tax proposition to increase the Council’s funding, during work hours.
quote:
Council records and records filed with the Louisiana Board of Ethics (Ethics Board) indicate that Council management began organizing SOS in February 2016 and registered SOS as a political action committee on June 1, 2016. SOS’s statement of organization lists Rick Caballero as its chairperson and Mary Hoffman as its treasurer
quote:
According to Ms. Hoffman, she had no involvement in SOS’s financial operations and was only contracted to complete and file SOS’s campaign finance reports with the Ethics Board. Ms. Hoffman stated that it was her understanding that Ms. Clark-Amar operated SOS, and that the Council’s Chief Financial Officer, Eva Pratt, handled SOS’s financial transactions and accounting functions.
Eva Pratt was the CFO of COA
quote:
During our audit, we found that Council personnel maintained all of SOS’s financial records and that SOS’s financial transactions and general operations were performed by Council management and staff members. We also found that several of SOS’s business records, such as invoices, deposit slips, and e-mails, were time and date stamped and indicate they were processed by Council employees while working for the Council during their regular work hours. For example, deposits to the SOS bank account were prepared and recorded by Ms. Pratt andtaken to the bank by the Council’s “runner.” SOS check vouchers were prepared by Ms. Pratt and approved by Ms. Clark-Amar. Checks issued from the SOS operating account were prepared by Ms. Pratt and signed by Mr. O’Jayadrian Williams
And now for the lulz......
quote:
Ms. Clark-Amar stated that we would not be able to differentiate her Council hours from SOS activities because she works a flexible schedule, and her timesheets don’t always reflect the actual hours that she works.

Dont forget that the address for SOS on the checks is also the same address of the campaign advertiser company (cant remember the name). Makes you wonder why they would use their address.
This rabbit hole is getting deep.

For discussing public records and reports involving public officials and tax payer funded operations that's currently being covered and discussed on all local news outlets that steal their info from TD?

Yeah, I believe their defense is "you can't prove we were on the clock when we conducted SOS business"

Does any body know the ratio of funds received by EBRCOA that actually make it into the hands of the elders in need versus the money to cover "administrative expenses" including salaries and wages, entertainment and rent to useless proprieties like this inactive Bingo Hall with the 5 year lease etc..

I don't know what page but somebody had posted some of the numbers earlier in this thread. Tarsha made 1/6th of what Meals on Wheels spent feeding the elderly

If their timesheets say they were on the clock, they legally were. That dog don't hunt.

quote:Given that most of their legal representation went to Southern...does Southern teach a course on Ethics and/or Conflict of Interest or do the professors and students just go to the local bar and discuss ways to screw the "middle class" EBR taxpayer.
Yeah, I believe their defense is "you can't prove we were on the clock when we conducted SOS business"

If Nakamoto's a smart man, he's reading this thread and keeping his pencil sharp.
The OT is usually weaponized stupidity, but every now and then it solves crimes and sometimes gets judges bounced.

We know the salaries of the employees is close to 2 million more per year
