70k/2080 hours per year= 33.65

33.65/2 = 16.83

If 0% is awarded to those going to SUNO then great. It should be the same for grants.

Edit: my issue with any funding - tops, grants, state, or fed, is with SUNO not Southern in BR.

TOPS should only cover in-demand majors. Regardless of income.

Also, recipients should be required to stay in Louisiana 2 years after graduation or face tax penalties.

That's the intent. Let's not act like TOPS was ever anything but merit-based. Patrick Taylor understood that there were Pell Grants and other programs already in existence for low-income students.

I haven’t read all 9 pages so maybe somebody else already mentioned it - but there’s a reason they require you to fill out the FAFSA to qualify for TOPS. They cap the total financial aid at the cost of attendance. If you qualify for a Pell Grant they well reduce or eliminate the TOPS payout accordingly.

So yeah, it was never intended to be need-based. That’s why we have Pell Grants. Pell Grants take priority over TOPS which means that, by design, the poorest families will make up the smallest percentage of TOPS benefits.

Edit: One-third of TOPS recipients had their awards canceled in the last 10 years, but TOPS students graduate at higher rates than their classmates.

From 2005-2016, more than 176,500 students received TOPS awards. Thirty percent (53,704) saw their awards canceled at some point during their college career, according to the report.

Poor people don’t pay taxes or contribute to society in any meaningful way, for the most part, or they would not be poor. They don’t deserve college.

I get the sentiment behind this, but I strongly disagree. Even if they do stick with the major on their application, most 18 year olds have little to no idea what their job options will look like when they graduate.

Further, the smart kids who have other options will be more likely to go out of state for college, knowing that their incentive for staying in-state is dependent upon them making a decision they are nowhere near ready to make.

We don’t need to get cute and start forcing people into roles like the USSR. Just raise the standards or increase the payout difference between the tiers.

That has been my biggest argument if you earn TOPS and don't complete within 5 years you should repay it

I'm disagree, if you require a student to stay in the state after graduation you are enhancing what is in the state.
Most students will be 22 when they graduate and know if they want to stay in the state. However it would be Louisianas responsibility to have enough jobs to support those students. If not let them leave without any charge.
