It is a FHWA mandate.
Did they actually mandate the use of FYA? Or are the old 5-section doghouses still allowed?

actually makes more sense for a flashing yellow arrow than a solid green. The only green you see for the left turn lane is when it’s a protected turn, any other color you are going to be required to yield.
There is no green light anywhere for the scenario I am describing. All lights facing you are red except the flashing yellow arrow which allows you to turn left.

The only part that sucks is that with a green, you'll at least have the yellow to red transition. Then you can make the left turn if you already claimed the intersection without having to rush too bad.
With these new flashing yellow lights, it will just turn red suddenly.

It's like a yield thing, proceed with caution and at your own risk. It's not a protected arrow.
I don't disagree with you, but how is that different than a normal green circle in the left lane?

That's because the left turn on the other side has the right-of-way. With the old way, you'd have no indication at all. Your left turn would be dark and the through next to you would be red. So to me that's a bit confusing. With the FYA, at least now you know that you can proceed with caution.

We've had them for a while in Dallas but it did kind of throw me when I first started seeing them.

I have never thought you could make a left turn on red??

“Left turn yield on green” has been drilled in my head from an early age. I don’t ever want to see a red arrow or yellow arrow. I know what they mean but why complicate things? Solid green, solid yellow, solid red, and green arrow indicate everything we need to know.

The green ball (round indication) is for the through movement. There never was a positive indication for a permissive left turn.
If my reading comprehension is working today, this statement is wrong. Since before I was driving (that would be 1978) they had stacked lights for many turning lanes which hand the round green light to indicate turning was allowed but only when there was a clear opening (left turn does not have right of way so turn with caution) and a green arrow that indicated the left turn had the right of way.
The flashing yellow has replaced the green ball to more clearly indicate turning is permitted but does not have the right of way so use caution.

You've been doing it all along you just didn't know it because the red indication for the left turn is not shown in a 5-section signal head.

The round signals control the movements going straight. Arrows control the turning movements.

The green balls haven't been replaced. They're still there. It's just that now there is a red indication for the left turners and the FYA indicates when they must yield to oncoming traffic more explicitly.

Couldn't the flashing yellow just become a solid yellow to indicate it's about to turn red?

It's usually a completely different indication.

Ahhh, so "go ahead", "yield", "prepare to stop", "stop"?

I was in Orange Beach over the summer waiting for it to turn red.

We recently got them, I like them

What I’m referring to are round balls that were used on signals in turning lanes, not lanes that allowed straight travel. There were several intersections that had either stacked or side by side (typically what I recall since driving). Illustration bellow.

How is this hard to understand? Even smaller cities in Kentucky have had a flashing yellow left turn for 10+ years. A left turn light can only be green if the opposite direction is red but what the point in making people wait if the opposite direction is green and no one is coming?
