Are the yellow flashing arrows for left turns a new thing?

All the lights on your side of an intersection are red except the yellow flashing arrow that allows you to turn left. Seems like they slipped that one in on everybody.

It's like a yield thing, proceed with caution and at your own risk. It's not a protected arrow.

Not that new. The FYA indicates that a left turn is permitted when there is a gap in oncoming traffic. Protected left turns are still indicated by a solid green arrow.

I like this. Hooper at mickens heading to central now has this. It keeps the small turning lane from backing up the north east bound Greenwell Springs traffic. VERY little south west bound traffic during those hours.

The green ball (round indication) is for the through movement. There never was a positive indication for a permissive left turn.

It actually makes more sense for a flashing yellow arrow than a solid green. The only green you see for the left turn lane is when it’s a protected turn, any other color you are going to be required to yield.

Most people do because that is what they were taught.
The flashing yellow light is a new standard. It does make more sense to have the flashing yellow arrow, just to differentiate between what means "use caution" to "proceed at will." The solid green light used to mean different things, depending on what lane you are in. Lights with the yellow flashing arrow should create less confusion and accidents, since solid green can only mean one thing now.

A green gives you the right-of-way. This way it's a more explicit indication of whether you have the right-of-way or not. Before, the left turn was just dark during the permissive interval so the only thing you had to go by was the sign that says, "Left turn protected on arrow only". If the light bulb in the green section was burned out, you weren't sure what to do. Now you have a positive indication for everything.
