Yes that is relatively new.
Green arrow = Go
Flashing Yellow arrow = Go if clear
Steady Yellow arrow = Light is about to change to Red
Red arrow = Stop
Green arrow = Go
Flashing Yellow arrow = Go if clear

Hm, I'm not sure. I'll ask my drivers if they've ever noticed them before and I'll get back to you. It's hard to see out of the tinted windows on my limousine.

That being that when the circular green is on, left turns are permitted if clear but not protected (not having the right of way) as would be the case with the green arrow on (which is typically accompanied with the red ball being on as well).
The signal to the left (consisting of 5 circular lights) is solely for the turn lane. These were commonplace when I began driving, less so now in Lafayette where the flashing yellow seems to be displacing these.

No, the 2 arrows are for the left turn lane. The 3 balls are for the through movements. They are literally wired together with the other through signals.

Makes sense that they are wired together but if that ball is green then it is permissible to turn left if it is clear and safe to do so, there is typically signage to indicate so.
On an interesting side note, there is an intersection in Lafayette that now uses the flashing yellow arrow that allows left turns while the straight through traffic is forced to stop. During that time opposing traffic has a green straight through and a green arrow for left turns. The traffic patterns at that intersection are such that you can usually safely turn left during this time because the primary backup, except during rush hours, is in the turning lane. I do not recall this being the case when it had the 5 light configuration. I would assume due to the potential for confusion for the through traffic drivers?

think I 1st saw them when I lived in Lafayette about 5 years ago
