Its not the education, but the kids (thugs) in them that make it worse.

This is true, but blaming the kids would not be fair, the root cause is the total absence of parents in these kid's lives.

Lack of resources + lack of concern from parents + lack desire from kids = shittier public schools in poorer areas.

When HS graduates cannot even get out a complete sentence, I would say yes.
