Cover the lock with a sandwich bag and use electrical tape to keep it from coming off.

Isopropyl alcohol (rubbing alcohol) in a spray bottle works great to de-ice things OP. It’s cheap and should well for you. I’d thick there’s better options but that works great on items frozen shut.

Get some marine fogging oil, turn the lock upside down, spray a little in it, then work the key back and forth to get all of the innards coated.
Carry a Bic lighter in your pocket and warm tjhe lock and oil up. Profit.
