So I just went to Progressive's website to get some paperwork in order and noticed something that has me very worried.
I added my husband to my policy on 2/24/2014 and that is the same date the letter states his policy lapsed. However, I noticed it says that the change was made that day but it lists "effective on 3/1/2014" which would mean he was lapsed by a few days. Now, I assume Progressive wasn't dumb enough to cancel his other policy effective immediately and then make the new one not effective for a few days but we can't log in to his old account to confirm. That would be a huge mistake on their part, right? We certainly didn't want him uncovered, he was already with Progressive, we were just switching his policy to combine it with mine to save money. If that does end up being the case then I am going to have to pay the fine and call Progressive about their massive mistake. Oddly enough, that might be a hell of a lot easier to deal with as I have had great customer service experience with them, they would probably pay for their mistake.

BTW, they hired a company to find people who would be at high risk of having 1 or 2 days of no coverage from the time they cancelled their insurance to the time their plates were turned in. A lot of those people moved out of town, some donated their vehicles, others decommissioned their vehicles, or bought a used car and didn't get the right effective date on their insurance, and obviously some just straight up didn't pay their insurance bill for that period of time.
It's a way to shake the tree and see what comes out. aka give people a hard time so they can get more money. A better play for them is if you don't prove you had insurance and don't pay the initial fine, they'll suspend your license and all kinds of good revenue generating law enforcement stuff can happen after that.
People with connections will not be negatively impacted by this.
Budget cuts, bro.

I donated a vehicle a couple years back. Turned in the plates. Doubt I have the receipt even if I got one. Sure hope they recorded it correctly. Moved so I have no idea if I "got a letter." What a crock of shite this is.

Ah, the old "Make sure no one moves back to Louisiana" tactic.
Bold move. Let's see how it works out for them.

From about 1999 to 2005, every time i went to the DMV for something, such as getting a new license or registration sticker, they would always tell me that I had a flag in the system for having lapsed insurance on the car that I owned at the time. And every time they did this they called my insurance company who told them they were wrong. I actually started bringing proof of the time period i had insurance on my car any time i went to the DMV because i knew this would happen. This was the first car that I ever bought and owned, I got insurance on it the day I bought it, and I never changed my insurers, so it was clearly a mistake in the DMVs system, so yeah the DMV has glitches. But it went on for years with this particular vehicle. If I get one of these lapsed insurance fine letters in the mail referring to that particular car I'm going to explode.

Similar situation... I called DMV around 11 am yesterday, was on hold about 20 mins and they said no problems.... Option 1

Just saw WBRZ did a report on this this morning, said license will be suspended if you don't pay after a couple notices

You mean the uncertified notices that they completely made up and have no record if you recieved them?

Apparently they just decided to enforce this or something because I received the same letter yesterday. Never had a lapse in insurance but I moved to TX in 2012, registered my truck, and changed my insurance coverage to TX.
Called LA OMV today and they said they do not have record of it and basically told me to pay up. It is my responsibility to make sure LA OMV was notified when I changed the state my vehicle was registered in.
That's ridiculous
I also moved to Texas in 2012
If I get a letter from them I'm not paying a penny

Money collected to be used for State Police raises.
ETA: bold text
quote:
OMV’s missives are an effort to recoup an estimated $444 million in outstanding debts following passage of a law this year that allows the agency to utilize the state’s in-house collection agency known as the Office of Debt Recovery. But it has prompted an outcry from drivers across the country who say they’re being extorted even after providing proof they weren’t driving without insurance.
quote:
Stanley Massett Jr., of Covington, said that after getting a letter, he provided the OMV evidence he was “double covered” by two auto insurance companies for the period OMV said he had a lapse. After seeing the documentation, an OMV representative told him he didn’t have to pay $525 — the first time the department mentioned this amount — and instead said he had to pay only $125, he said.
“For what?” Massett asked of the reduced fine, calling OMV’s actions an example of extortion. “I want my money back!”
The fines for interrupted insurance will go at least in part toward paying for State Police salary increases, following an appropriation for pay hikes by the Joint Legislative Committee on the Budget earlier this year.
Edmonson said the fact that some of the insurance penalties may go toward trooper salaries was not the impetus for sending out the 1.2 million letters.
quote:
Of the 1.2 million letters sent, 25,000 have been returned because of bad addresses, Edmonson said.
He said he has extended OMV’s hours to 8 p.m. so representatives can answer more phone calls. The agency is addressing complaints on a case-by-case basis and will refund fines found to be paid in error, he said.

My grandmother moved to Houston by my folks after Katrina. She lost her car then, along with her house, so Im curious to see if she will get one.

One of the news stories from a Nola outlet (can't remember which) mentioned sending a certified letter disputing the debt. According to that, it then puts the burden of proof on the state. From what my insurance agent friends are saying, it will at least buy you time if you need it and you really didn't have an insurance lapse.

I can't imagine they can actually collect on what appears to be 10+ year old "debts" for some of us.

If the worst case is
wage garnishment, they most definitely can and will collect that debt.
I empathize with many of you, but this is a perfect example of "ignorance is no excuse." Granted, I'm not sure many people know these laws, but it seems as if every one of these cases were clear violations.
ETA: Perhaps I shouldn't have said "every" on of the cases, I hadn't yet read the thread. However, I've got no issue with the state collecting fees that they believe they are owed. If you're able to prove you didn't violate the law, then you shouldn't owe any money. However, I doubt that is the case in many of these situations.
Is it bullshite that you have to turn in your plates? Maybe, but that is the law in 21 other states and Washington, D.C.
