Bubba, I would share your experiences with your neighbor’s ex-husband. He should know what kind of crazy you are dealing with and what his children are being exposed to. This may help him get his kids into a healthier home.
I would also look into having your neighbor committed for 72 hours when she’s having an episode. I believe you call the coroner to have someone committed and your video evidence would be very helpful in making this happen.
Lastly, I would sue her over the dang tree. What an evil person to cut your shared oak just to be mean to her neighbor.

Am I the only one that wishes my neighbor was like this? I would love to make her life a living hell. My neighbors are always friendly.

Yeah, of all the things in the OP the only thing where I had sympathy for the crazy neighbor was the tree trimming. Big trees littering and obstructing parts of your lawn is not very neighborly either.

Like I said previously, she should have hired an arborist to say what could be cut safely instead of just whacking off one-half of the tree. This is a pretty good example of the size of the tree.
Now imagine how it would look if you whacked off everything from one side of that tree in a straight line down to the trunk. Got it? That's what she did. If you still sympathize with her for that, well, I suppose we'll just think differently on this matter.

Visit the services of the nearest baptist church this Sunday. Fill out a visitors form for the offering plate with her info. Check "I want a visit" and drop in the offering plate. Enjoy the watching the events unfold the following Tuesday night.

Stay cool. Don't loose your temper. Document everything like the guys say. Take photos of her on the ladder. After you have your ducks in a row go to cops and tell them you feel like your family is at risk.....

Have you walked over to her house, knocked on her door and ask to sit down face to face and work through the issues? Ask her why she is so angry at you? Ask her if her life would be better with a true neighbor rather that an adversary that happens to live next door to her?

I thought the fence couldn't be higher than 6' and she fussed at you for it but installed a taller one?
Why don't the police get stern with her for wasting their time on those call outs. Isn't there a law regarding that?

What she resents the most is that she doesn't have another neighbor on the other side of her to harass. The one who lives behind her, Bill, for the sake of writing, has talked to me about his dealings with her. She has called the police on them multiples of times because they are sit out on their patio at night "past 10:00 with music on and swimming, making noises." Bill hates her vehemently.

My sister and brother in law had a horrible experience with their certifiable nut job neighbor. I will spare you all the details but the only thing that stopped her was taking her arse to court and suing for harrassment and mental anguish. After the judge saw all the evidence, including stack of police reports from when she called the cops numerous times, the judge ruled against her in the tune of several thousand dollars. That shut the bitch up quick. She has been as quiet as a church mouse since then.
