But there are rules against harassing people hunting and fishing...
So build a small ornamental pond in your backyard, fish in it.

Audio is much more protected than video in louisiana. Unless that has changed in the past several years, but it was a big deal when I got my CCTV license.

We had this neighbor once who had the cops on speed dial, I shot one bottle rocket on the 4th of July and within 5 minutes the cops were at my door
I parked my truck in the yard while my son and I were playing basketball in the driveway - he called the cops (apparently its illegal)
put a camera pointed at his next door neighbors garage so he could spy on us
On and on and on - I was about to go to his house and beat the shite out of him, but he moved.

I believe you can record your backyard....she does not have a presumption of privacy in your backyard.

Non serious answer:
1. Make little pouches with rice paper.
2. Fill the rice paper pouches with nitrogen fertilizer pellets.
3. Throw them in her pool.
4. Watch the amazing algae bloom grow.

The rules are the rules, they were there and you agreed to follow them when you moved there. Keep your word.

Put a GoPro on your head anytime you walk into your backyard. When she climbs the ladder to start harassing you, just start filming. Do not say a single word or even acknowledge her presence. She is scum, treat her like scum. She's not worthy of your energy or your attention. Just let her yack and pretend like she's not there. Do that for at least the next month or so and when you have enough incidents documented file a police report. Keep your surveying documentation as proof and start a log to try to backdate all of this as far as you can remember. Call her ex (who would more than likely gladly testify for you in a written statement due to her craziness) and ask him to write and sign a brief statement to prove your case. Youre only doing all this to protect yourself in the inevitable lawsuit that she will eventually try to bring against you because harassing you is her thing. It's her hobby. She wont stop. Just pretend like she doesnt exist (which will only further infuriate her) and maybe she'll finally do something illegal against you so that you can take her to court and royally frick her up. A restraining order should then be easily attained, and this will all be a walk in the park because you have documented everything. Good Luck.

Like others have said, I'd be documenting like crazy, from keeping a log book to video. sucks, but that shite will come in handy.
Also...if you want to, you could always put the fence back up like she's asking...but put it up a bit higher than hers if that's permissible to the HOA. Or I'd install a shite ton of these on the fence line and in a few years she'll have to literally move them out of the way to bitch at you in your back yard.
I did have a question though...regarding this:
If the tree bisects the property line (or even is all yours) and she's responsible for trimming it on her side, why can she not trim it back all the way to the property line regardless of what it may or may not do to the tree? I realize in this case it's an old oak and she's a nut bag obviously, but I've got a situation like this in my yard with a neighbor. Previous neighbor installed a shite Drake Elm in the back corner of his year 5 feet from the fence, so naturally the fricking thing is half over in my yard...which sucks as is because they drop seeds everywhere and I spend most of the spring and summer pulling up new trees from the thing, but the roots are also halfway in my yard...which means that entire corner of my yard is unusable for anything other than grass. I'm not a dick about it, but I always cut it back to the fence line...wish I could kill that fricking thing!

I wish there was an easier way, but this is it, right here.
I would start recording video of her intrusions. Set up security cameras to supplement your written records. Keep a notebook dedicated just to her, and have photo/video support of everything she does.
When you have enough evidence, see an attorney about a restraining order.
When you have one (she will reciprocate with one on you, by the way), keep documenting. When she breaks the restraining order, then call the cops.
On a totally unrelated note, did you know that "pool conditioner," (aka cyanouric acid) can affect the effectiveness of the chlorine in your pool? Normally, you would use cyanouric acid to protect your chlorine levels from dropping in the sunshine. But if you added too much, like, as little, as two gallons, it could render the chlorine in your pool completely ineffective. Your pool would be green with algae in no time at all. The only way to get rid of these high levels of CYA would be to drain the pool halfway and refill it again. What an enormous pain the arse that would be. I'm glad I keep an eye on that in my pool, because if I didn't know to look for it, it could be a real mess.
