Fan is off balance try tightening each castle nut up until it has clearance

It's got rain in it. Need to put a tarp over it and run it on high til it dries out

Blue tarp will having you singing the blues...

Usually it's the capacitor or fan motor if not turning. Not sure with that noise though.

Try starting the fan with a stick?

Sounds like it’s running a little lean. Might want to adjust the gas:oil mix.

I’ve ordered a capacitor and hoping that’s it. Already took out the old capacitor so can’t use stick. I forgot to try that.

The old capacitor doesn’t look “popped” like it’s gone bad but for $9 it’s worth a shot.

Unfortunately there aren't any supply houses close to where I live. Amazon can have it here on Tuesday. I can wait as it's going to be 60 and rain tomorrow here in GA.

that noise is the fan motor or compressor "trying" to start.

could be something very simple. looked like the fan didnt even try to move so try spinning it and see if its hard to turn, it should spin free and easy or the fan motor is bad.

it might just be a power supply issue or a bad capacitor but if its the fan making that noise, the bearings in it are shot.

That is the compressor trying to start and dropping out on a thermal overload. Good call on tha capacitor. That’ll fix it.

Replace that system with a new Trane system.

Sure the build quality is not what it used to be, but Trane is still the best.
