Answer: ANYONE they can find. Anyone. So they are going to have to hire people who can't handle a weapon, thugs who want to beat up people, etc...

This is literally one of the functions of the National Guard. The Governor is willfully negligent in his responsibilities. If officers get killed I hope their families get justice.
