We score all 50 states on more than 60 measures of competitiveness, developed with input from a broad and diverse array of business and policy experts, official government sources, the CNBC Global CFO Council, YPO and the states themselves. States receive points based on their rankings in each metric. Then we separate those metrics into 10 broad categories, weighted based on how frequently each is used as a selling point in state economic development marketing materials. That way, our study ranks the states based on the criteria they use to sell themselves. This year some states were tied.
Full list according to CNBC. Click on state names for more details.

1. Texas
The Lone Star State is tops, with an economy that stands alone. But schools have huge problems.

44. Louisiana
The Pelican State offers low costs; but high crime, poor health care, and substandard education are headwinds.
Can't argue with that.

What's the school problems? High enrollment? I was under the impression that the schools in Texas, for the most part, are pretty good.

Education and business go hand in hand. Not only do companies want to draw from an educated pool of workers, they also want to offer their employees a great place to raise a family. Higher education institutions offer companies a source to recruit new talent, as well as a partner in research and development. We consider the number of higher education institutions in each state as well as long-term trends in state support for higher education. We look at several measures of K-12 education including test scores, class size and spending, and we look at technology infrastructure in the schools. We also look at life-long learning opportunities in each state.

Alabama: Residents here embrace the low cost of living, but education and health care strike sour notes.
Having just moved back here, I was kind of shocked at just how bad the Healthcare is. Like, shamefully bad. And the insurance in this state is atrocious.
And FWIW, Walmart as a leading employer.

Texas schools are good compared to the rest of the south, compared to the rest of the country it’s still below average. I would put the nice suburban school districts in Houston/DFW/Austin up against almost anywhere though

A) it's all relative.
B) the overall cost of doing business is cheap, mainly because of cost of living factors
