Look at it a bit differently. She may not think she is being vague, but he thinks she is. He can ask clarifying questions, for sure. He's worried that if he does, she'll cut off whatever mid-level makeout stuff he gets from her because of something "he did."
Assuming OP isn't in his 20s or early 30s, vagueness means she's not interested. De-prioritize the relationship. If she was into you, you'd know it in most cases.
Unfortunately, the quickest way to get most women to clarify what they want is to pay less attention to them. Ask them if you can figure out how to, based on y'alls personality, but it's not all on the dudes to figure stuff out. It's a team effort of realization that she has to do more than show you cleavage or laugh at your dumb jokes. You have to do more than stare at said cleavage in the relationship too. If she doesn't think there is something wrong in the communication process in you're relationship, you don't have one.
