It’s depressing and depraved. But it’s an awful place for a memorial that includes anything that isn’t nailed down or otherwise immovable. Anything left out in that ratchet area is bound to be stolen.

I think the district where the murder happened is Carolyn Coleman's district. She has Government from North Acadian to the River.
Start calling and emailing her office since it happened in her district. If she gets enough calls and emails, she'll go to the Mayor and push her to deal with it and BRPD. And she won't leave the Mayor alone until the calls and emails stop coming to her office. It may push them to set up a tip line or at least offer a large reward.

I will not, nor will I advocate, the breaking of any laws. What I would like to see is for these "officials" to be shaking in their boots, that if they do not do their job, them or theirs may be the recipient of what they are allowing others to receive by not doing what they are paid to do.
They are allowing a growing thug population to hurt others. They have the power to stop it, or slow it down substantially. I hope they do.
