Hmm. I frequently listen to a SF talk radio station and the homeless issue there (and all that comes with it- including a 66% positive corona test rate) is a daily topic. In fact, THE most talked about local issue. So obviously it's a major concern with those affected by it....
San Francisco is a large place. Maybe you aren't walking the entire area.
