That is standard for most correctional facilities. Open toe or heeled shoes, low cut tops, see through fabrics are on the prohibited attire list as well.

That leads to problems. A guy who gets aroused by looking at a scantily clad woman in the visiting area will go back to his housing unit and expose himself to corrections officers and other inmates. Fights break out. I could go on but hopefully you get the picture.

Executions occur INSIDE a prison. Women wearing revealing clothing is a very bad idea.
Prison officials have every right and responsibility to enforce a strict dress code.
