The better, more logical, approach would be to provide government funded mandatory reversible vasectomies for all boys entering public or charter 9th grade.
In order to have it reversed + paid for by the government funds: you must apply, take regular drug screens, have a full-time job/not be on government assistance, & have less than $10,000 in debt (not counting student loans). If you break any of the regulations you pay ALL the child bills.
We would solve over $5B of spending inside of an election cycle.
