I don't remember what Clancy wrote about it, but it's happened before in other countries and has long been a vulnerability. That's why stuff like the airport shooting a couple weeks ago was so bizarre.
There are endless soft targets to pull that type of act in this country.

Apparently this was a robbery gone wrong. Kay jewelers at that. 2 suspects. One was leaving and a citizen tried to intervene, and was shot and killed. Citizen #2 shoots villain and villain #2 runs away shooting wildly and injures 6 bystanders.

One of the shooters was shot by someone carrying a gun.
Since it is san Antonio, very likely the shooters are from mexico.
