Like...how? Did the squirrel run up and tell them he was sick so they tested him?
There's a huge lack of info here that makes the story seem more absurd.

i also read that bubonic plague is easily treatable with antibiotics now.

I have seen a few sensational headlines about this squirrel.
Believe it or not, there are people and labs whose sole responsibility is to monitor diseases in animals, particularly rodents. It is not uncommon to find the plague in rodents. It happens every year. Sometimes, people even get it. Fortunately, we can treat and overcome it with modern medicine.
This is also a good opportunity to remind people to not dick with random dead animals. If you find or notice a dead animal or animals in your area, and they seem suspicious, notify your local Fish and Wildlife Department.
