They could probably at least get the kid for disturbing the peace. I have no doubt he will be charged with something and probably convicted. If so the fireman only stopped him in the act of committing whatever crime he will be charged with and I doubt the fireman is charged with anything. With the panic going on at the store it also wouldn’t be hard for the fireman to prove that he acted out of a reasonable fear for his life or the life of others.
If they somehow get the kid on a gun crime doesn’t the fact that he had body armor on while committing that crime add to the charges? Didn’t they do something with that after that California shootout in the late 80s / early 90s?

No, he did so in a legal manner and in a legal location. I'm not saying I support what he did, I think it's beyond dumb, I just recognize it's his legal right as the current law stands.
Also going back to your yelling fire in a crowded theater example, it's not exactly an apples to apples comparison, yelling fire in a crowded theater is a deliberate statement that is known to be false and speaks to the intent of trying to incite a panic. It still would be a very hard conviction for a prosecutor to get, as there are a million ways for the defense to introduce reasonable doubt as why that person yelled fire for a reason besides trying introduce panic.
That's the problem with ever getting a conviction on inducing panic or terroristic threats or anything else, there is a 100% legal explanation for why he was armed like that... he wanted to protect himself. You could never prove the intent

It may be legal, but if I'm shopping at WalMart with my family and see someone walk in with body armor and multiple weapons then I'm leaving the store immediately.

My last thought is this. If Im ever in a public place such as a grocery store, movir theater, outdoor concert, etc. And i see a guy walking round with body armor and a rifle/Ar-15/ whatever large weapon in his hands. I am immediately hauling arse out of there. I do not have the time to differentiate between whether said person is a mass-murderer or some show-off gun fanatic.

Here is the Missouri statute I just found with a quick search, not sure if it is good law
574.115. Making a terrorist threat, first degree — penalty. — 1. A person commits the offense of making a terrorist threat in the first degree if such person, with the purpose of frightening ten or more people or causing the evacuation, quarantine or closure of any portion of a building, inhabitable structure, place of assembly or facility of transportation, knowingly:
(1) Communicates an express or implied threat to cause an incident or condition involving danger to life; or
(2) Communicates a false report of an incident or condition involving danger to life; or
(3) Causes a false belief or fear that an incident has occurred or that a condition exists involving danger to life.
2. The offense of making a terrorist threat in the first degree is a class D felony.
3. No offense is committed under this section by a person acting in good faith with the purpose to prevent harm.
I think I could sway a jury for (1)
