If you have funds available for retirement or other savings, you aren't living paycheck to paycheck. Paycheck to paycheck means every penny in goes out for bills, etc. No savings, no emergency funds. Hence not being able to afford $500 for car repair or $1000 for an ER visit.

Monthly budgets weren't exactly working out too well for me so I decided to do a hybrid monthly and weekly budget.
I obviously have some monthly bills like mortgage, utilities, car insurance, and some other BS but I find I do much better if I track my discretionary spending weekly. I don't have separate budgets for food, dining out, entertainment etc. I give myself so much to spend a week and that's the end of that.
