Actually the cop got pretty damn aggressive with her. It was the middle of day, not in da hood, so I imagine the cop didn't feel too worried. But the cop's aggression seemed about on par with videos I've seen of black female drivers.
The cop also had his gun drawn when he approached the white woman's vehicle.
Plus the white woman didn't have a gangbanger in the passenger seat with a 9mm in hidden in his pants. That would put him more at ease as well.

You dont have to sign it...but you may get arrested. You certainly can't flee from the scene, and lead the officer on a chase!

Signing isn't an admission of guilt, it's a promise to appear in court if you contest it. Basically an ROR.
So by refusing, you are arrested and booked.
