I always thought my kids would underachieve. Just like their Dad.

but foreign athletes are taking the scholarships away from americans.
I pay taxes here in America and their parents don't pay taxes in America.
yet their child gets a scholarship and mine doesn't.
Ill use a track and field example since I ran in college.
Elari Kipnader (fake name) from Kenya runs a 14:10 5k and has 6 schools including LSU after him.
Little JETigER runs a 17:40 5k and wants to go to LSU but isnt being recruited.
Do you think Dennis Shaver gives a flying crap that you pay taxes in Louisiana or does he care about winning an SEC/National championship?

No...no it isn't.
It is when you're not given any other parameters about where the sample came from or any other variables. If you subscribe to WSJ and read the whole article it doesn't give you any other information on the data and my guess is there is sample bias coming from that.

The other part is that those 40% probably think that scholarship means that college won't cost them anything....
LOL.
LOL.

Many of these same parents will be looking for a government bailout because they failed to save adequately for retirement, while their kids will be pushing for forgiveness of their student loans. Add some more sucklers to the government teet.

The same could be said even if the sample size was 100,000

It is when you don't have a population sample to base it off of. If this is a survey of 1,000 people attempting to represent parents in the United States as a whole it won't be accurate.
There are approximately 61,000,000 "parents" in the US. The sample size needed for the 95% confidence level, +/- 3%, is 1067.
ETA - Here is a link to the 2016 TD Ameritrade study - LINK
So yes, you can absolutely get an accurate survey with 1000 parents.
