School desegregation order in the mid/late 80s pushed much of the middle class to the burbs or out of state. Once decent neighborhoods became shitty and dangerous and productive citizens started fleeing.
It's still spreading 30+ years later. The nice areas shrink and the shitty areas grow. LA's crappy white collar job market doesn't help.

My girlfriend in HS lived near where this shooting occurred. I would have never considered that a dangerous area in 1993. It's mostly trash now though.
