$3,800 for New Electrical panel, ground, and surge protector.

Does this seem way to high for this kind of work? It is a 50 year old house with aluminium wiring.
I figured about 2k for the panel and a few hundred for the ground and surge protector.

had a new panel put in my 1958 house for $2200. all existing wiring was left in place.

Electricians are in demand right now, repairing flood damage. I had similar work done, including a new panel and it was very close to your total.

How does the surge protector work?
I got one from the discount bin at Lowe's for like $7 or something crazy. It required a 50 amp two pole breaker, a neutral connection, and a ground connection. It just sits there with two green lights, and does I don't know what.
Is it sacrificial? Does it attract the surge by giving less resistance? I really wanted to know how this thing works, but I found nothing. I thought whole home surges had to be inline between the main and the breakers.

This is the way I've always understood it. They are throw away items. They can save you though. Just had a friend get struck by lightning. Fried pretty much all electronics, a couple appliances, his auto transfer switch and maybe his generator. Not saying the cheap piece would have saved him, but maybe it would have.
His insurance is covering everything, but its still a hassle to get roofers, electricians, generator people all out multiple times to assess and fox damages.

Do you know anything about aluminum wiring?
You want to fix the most dangerous failure in house wiring ever on the cheap.
I would not sleep in that house another night.

You apparently don't. Aluminum wiring is safe with the proper considerations. The main cable that feeds power to your house from the pole is probably aluminum and is still used is new homes in that capacity.

You are exactly right the triplex drop to the house is aluminum and was installed with proper termination devices designed for aluminum wire. The problem with a old house that was wired with aluminum wire in the late 60s are early 70s is the terminals on the wall switches and receptacles were designed only for copper wire and had a coefficient of expansion much different from aluminum wire. This caused the connections to become loose over time form the dissimilar expansion rates. Once the connection is no longer tight it becomes resistive and starts to generate heat. Many house fires were caused by this, a house where the lights are blinking, and diming when additional load is placed on circuits is a prime symptom of problems with aluminum wire connections.

I had this problem and it was a open ground in the power line from the transformer to my meter. The power company fixed it at no charge to me. Call the power company if you haven't already.

Sounds about right. My advice is to ditch the SPD. Unless you were already experiencing issues with computers or electronics failing frequently, you are going to be purchasing a device that will serve you no purpose.
A cheap SPD will not withstand lightning strikes and will not work well enough to filter out the noise caused in your electrical power by motors, such as your AC, turning on.

Read what I posted again, slowly so you'll comprehend it this time. I specifically said proper considerations and the wiring is safe. My house has the proper outlets and connections therefore the wiring is perfectly safe. YOU are the one spreading bullshite and I've got a $4,000 FLIR camera I can use with my wiring to properly school your arse if you want.
