Yes, but this won't change in Baton Rouge. Since the majority of the city is black, and most blacks vote Democrat, the likelihood of Baton Rouge changing leadership is becoming less and less every year.

This is why Ascension Parish, Livingston Parish, and St. Tammany Parish have seen such tremendous growth.
