Normal kids learn right versus wrong way before they become teenagers. At what age should we expect people's, like these two, brains to be developed where they don't conduct shootouts on public buses? Low IQ, no impulse control, no value for human life not even their own, no discipline in the home, is the problem. Has nothing to do with age.
