And if people mow before 8 and after 5 will you complain about how they mow too early (you really would prefer at say 5 o'clock in the morning?) and if it is after 5 you will say they are disturbing you after a hard day's work. Same if they mow on the weekend so what do you suggest they do, when should they mow?

This. Methinks OP would bitch no matter what. Maybe OP needs to get some headphones, easy solution. If the sun is out, cutting grass is fair game no matter the day of the week. Do you really think you're going to get sympathy here because your whole neighborhood doesn't check with your schedule before making any lawncare decisions?
