We almost hit someone the other night walking in the middle of the road in the dark.
Some people just don't think the same as the rest of us.

At 10 years old I was allowed to ride my bike anywhere in the square mile that included & surrounded my neighborhood, but never to cross the major streets which were the boundary of the square mile and my mom checked me on this. But did I ever cross any of those major streets? Of course I did.
This is a horrible thing to happen for that kid but it's a little early to demonize & castigate the parents.

Manual or motorized bike?
I’ve had multiple adults on motorized “bicycles” shoot out of blind spots across North Blvd and cause near misses. The last time, I told the passenger in my car that I am going to feel horrible for the person who inevitably kills one of them through no fault of their own.

And many of those walkers in the dark, who chose to walk down the middle of the road, wear dark clothing.

correct, kids are stupid. They do stupid shite even when the parents are doting, involved, responsible individuals that do all they can to keep their spawn safe. Based on the OPs account that the contact was unavoidable, just chalk this up to "shite happens" and move on.
Not every single tragedy has a villain or a culprit. If this story has one, I'd think it was little Johnny for making a really bad decision.

Me too. Me and my brothers were paperboys (I at 11 years old). Six days a week it was the afternoon States Item, but Sunday mornings it was the Times Picayune.
We woke up on our own at 4 AM, rode our bikes to the substation, stuffed and folded papers, then took off on our bikes, in the dark, crossing major streets, and threw our routes. Then we met at a bakery at 6 AM and ate donuts and rode around town cutting up. All of this with zero parent supervision.
When I was ten I was hunting ducks in a blind with another kid and with no adult present.
A ten year old has the sense not to ride his bike across a busy street when cars are coming. If this one didn’t - I know this is going to be unpopular - but this is likely Darwinism at work. And sure, the parents failed him, but the failure wasn’t mainly that night. It was throughout his short life.

Apparently one of the most fun things in life is to wait until it gets pitch black and go for a walk wearing solid black clothing. There is at least one every single night on my way home from work.

Annoying. In the mornings, bringing my kids to school, there's a person, all in dark clothing, that stands in front of the stop sign, in the road, waiting for the bus.
With a perfectly good sidewalk right there. Can't see them until you are almost on them
