So simple I went to double check a presumption:
LA began issuing RealID cards 8 years ago. The renewal term is six years.
So in all likelihood, either this guy has a RealID and doesn’t realize it, or he has an expired license. Only saving grace is not knowing he needed a birth certificate, so maybe for some dumb reason LA really was issuing non compliant renewals.

When I got my license renewed last year they didn’t give me a realID. I also didn’t ask for one either

It was (and still is) completely voluntary. Newly licensed drivers can opt out of getting a Real ID. And renewals aren’t Real ID either (it you don’t already have it).
