It could be a matter of what Payton would consider to be the success rate of the play while taking into account the defensive scheme we are up against. If the defense mostly prepared for a pocket passer with zero run threat (Drew) and we hit them randomly with a mobile QB (Taysom), then the success rate of the play would be higher than if the defense prepared for a more mobile QB (Teddy) and then we just put in another mobile QB (Taysom).

I did not catch the interview, but heard a snip where SP was talking about not using Hill because of something the defense was doing. Again, did not catch the full interview, so don't know what the reference was too.
Also, there is a chance that he did not put Hill in at QB because of how thin we are at WR. If you recall, at the end of the Rams game Hill was running a lot of plays in the slot.

It could be that Payton has better knowledge of the team. No offense. Bridgewater may have been a better fit for what Payton

In his second full year as a starter, Bridgewater led a team to an 11-5 record. Also of note, he's also 24-7 against the spread.
Both those stats mean that he has a track record of keeping his team in games. First and foremost, Payton wants a chance to win every week until Brees comes back.
What does that have to do with Hill? Well, it means Hill wasn't needed at QB last week to win the game. Two early special teams/defense touchdowns were followed by two strong TD drives led by Teddy as he got into the flow of his first start in a meaningful game since 2015. Payton didn't force his favorite gadget into the game, and the Saints won.
Hill will play QB more when it's needed. Patience.

Did Hill even play much QB in week 1 against the Texans? Also didn't they start using Hill less and less last year towards the end of the season? Maybe it quit working and Sean got away from it.
