This guy is basically Taysom Hill "Insurance". Very similar build, running ability, etc. Sean must like his dual-threat ability. Doesn't look to be a "natural" thrower, but does put the ball where it needs to be.
Penn St. especially used him a lot like the Saints have used Taysom --- Lined up in backfield, slot receiver, running sweeps, halfback passes, etc. If these were the specific skill sets that Sean wanted, I can understand why they didn't want to chance getting Stevens via the UDFA route.
