I'm a young guy, but I have to say... I'm a fan of the Bush.

I think there is one issue here with your line of thinking. I don't think you can extend the total salary over more years. This would hurt the player in that he'd be getting the same money for more work, thus not further compensating him.
My guess is that the player would be required to get the same salary in any form over the same period (say 3 years in this hypothetical case) or less. You could add on years, but likely the average yearly salary would need to be the same for the additional year or more.
That way, in your scenario ($6.6M over 3 years), they couldn't offer Bush $7M over 4 years (less per year average) to try and spread it out. They'd have to offer $8.8M plus over 4 years AND have Bush agree to it.
The ability to structure it as you the "prior" team pleases as long as he gets his same principle terms is the key. If they don't offer him at least $6.6 M over 3 years, he can refuse it and they didn't technically match.

...and if that's the case, I'd say it's a no brainer to match.

The player still has to agree so that keeps a team from doing what you're saying, but from reading it doesn't sound like it precludes the possibility.
