Brooks might be the starter in your mind, but Chuba was on the field for first offensive play both of their games, and has 22 rushing attempts vs. Brooks' 9

Maybe the intended to give Brooks all of those snaps; therefore, he is the REAL starter

Brooks is their version (albeit a more expensive version as well - 2nd round, 46th overall pick) of Kendre Miller.

As someone who had Brooks on his fantasy team, I can tell you that Hubbard was and is the starter. Also, Chubbard is a team captain. Pretty obvious he is the starter.
