I think you technically can but there is some rule about it that caused a team last week to get a penalty.
Punter dropped the ball, picked it up, punted, and got flagged.

yeah but what I'm saying is the game last week...they explained via whatever circumstance, that punter was no longer able to punt it.
once again I don't even remember which game it was...much less the specifics.

it was a botched snap
he picked it up and rolled left to avoid getting tackled and got a punt off just before going out of bounds... was downed at the 8 and forced Carolina to make the Bucs re-punt which ran off more clock

The penalty you saw was probably because the gunners the only player that can go downfield before a punt. The other guys wait to block and then go. When that happens they assume the balls been punted and run downfield which is illegal
