That is precisely why It moves. They make money from arbitrage between the two sides of a bet. The bookie (in most situations) makes money regardless of the winning bet.

Now that they know it's between Saints and Falcons, they can balance out their books. Won't matter which side is picked, they will cover with the other side, other team, or somewhere else altogether.
