I haven't really followed him since he left, but I've seen him talked about like he's become a rotation worthy player. His per 36 stats from last year compare pretty favorably to Moore's stats this year. LINK He doesn't shoot as well as Moore but he's got about twice as many assists. A less efficient Moore with better creation abilities sounds like a better option than Clark/Frank.

effectively they bought a few months of Kelly Oubre for 12MM dollars and the right to match any RFA offers instead of gaining a draft asset for ariza

Rivers went and got coaching under Doc and Scott Brooks after being stuck with freaking Monty. I'll clarify...he went from "this player shouldn't be in the league" to
"this player could be a 10th-12th man on a good team".

He's nowhere near the same player.

And to answer OP:

Absolutely, yes we should.

Would I rather Frank Jackson take his lumps than Austin Rivers getting playing time? Yes. But that's apparently not going to happen, so I'll absolutely take Rivers eating minutes from Frazier/Miller/Harrison.
