Here's my spitball idea of what's going on...
You go into the draft knowing you're moving Gordon for a pick from an eventual lotto team, so the 2014 pick then becomes worth next to nothing to you, but highly valuable to others.
Draft best available asset at 6 (turned out to be Noel) ship him off for a good PG.
Turn around offer Evans a nice deal to be your 2. He can't sign until the 10th/11th or whatever anyhow, so you move Gordon to a lotto team (Charlotte) as a big FU parting gift for his general bitch-arse attitude and unwillingness to be of any value.
Now you have a load of cap space to go out and ink an affordable, solid 3, and you recoup an even better pick since your team is now likely out of the lotto and whomever is getting Gordon will be right back in it.

Gordon can veto any trade until the 15th. So we can't move him to a shithole like Charlotte until then.
Meaning we have to wait a few days into the actual signing period to do it, so players could have already signed elsewhere.
Or have a bunch of deals in place that don't get signed until after the 15th. (and if we do that, Gordon will probably file a grievance and get the NBAPA involved).
