The NBA is curbing the ability of the highest-spending teams, such as the Golden State Warriors and the LA Clippers, to continue running up salary and luxury tax spending while still maintaining mechanisms to add talent to the roster. The NBA is implementing a second salary cap apron -- $17.5 million over the tax line -- and those teams will no longer have access to the taxpayer mid-level in free agency. Those changes will be eased into the salary cap over a period of years.

Under these changes, Golden State's Donte DiVincenzo, Milwaukee's Joe Ingles, Boston's Danilo Gallinari and former Clippers guard John Wall wouldn't have been able to sign with those teams last summer.
As a counter to those spending limitations, the new CBA is expected to create more spending and trade opportunities for teams at the middle and lower spectrum of spending. There will be an opening of more opportunities in the free agent market, including larger trade exceptions.

They’re also adding a 65 game minimum for postseason awards.

They’re also adding a 3rd 2 way slot, which we’ve been great at finding hidden talent with lately.

Not a fan of the in-season tourney but everything else is good.

So it doesnt really address the problem of teams just being able to blast the cap

It does though, if you’re 17.5 million over the tax line you lose your MLE. That’s a big reason teams are able to sign these ring chasing good players because they’re not going play for the minimum salary

The MLE is critical for over the cap teams.

Is it? $6ish million for the taxpayer MLE vs. $2ish for the vet minimum isn’t that big of a difference to ring chasers. Seems like the unintended consequence here is it will lower the top team’s tax bill but they’ll still pull similar talent. It just might be older and a revolving door they have to refill every year.

Depends on how one looks at it.

Would DeMarcus Cousins have turned down our offer for $2m from the Warriors as opposed to the taxpayer MLE closer to $6m?

That's a smart compromise. Teams that's don't care about the cap can still roll into the lux all they want but they won't be able to improve the roster without giving up talent/picks in a trade to acquire players. No more talent ring chasers signing well below their market value.

MLE will continue to go up so that value should be a bit more significant.

You will always get ring chasers but the amount of money they are needing to give up will be more substantial.

That’s getting into the territory where you may as well sign for the minimum salary to build Bird rights if you want a big contract long term.

$2m is about the vet minimum once you pass a certain number of years in the league. Only being allowed to offer that means you may get guys on the tail end of their career who have made their money OR guys who want to do “prove it” deals, but the number of big names willing to follow through on it likely goes down quite a bit.

ESPN Reporting with @BobbyMarks42: In new CBA, high-spending teams above a second-apron of luxury tax aren’t allowed to send cash in deals, trade first-round picks seven years away or sign players in the buyout market.

Now this is HUGE for small market teams.

Might not be. Star players still are going to force their way places, and now big market teams won't have to give up as many pics because of the cba.

Yep. Several people have said that this is great for about 27 teams and crummy for 3.

Bobby Marks @BobbyMarks42 45m

2 past trades that likely would have been impacted under the new rules:

- Kevin Durant to Phoenix
- James Harden to Brooklyn

Not sure if impacted means they don't happen at all, or the team trading a star player, usually a smaller market team, can't get as much compensation as they used to because the heavy tax teams can't go 7 years out on picks now.

We’ll see.

At a point, the pick-trading market is going to crash because so many teams have NO picks to trade (traded outright or swaps attached) and so many other teams like Utah, OKC, etc, have so many other teams’ picks and swaps.

They wouldn’t happen because Phoenix and Brooklyn traded picks 7 years out. Those trades would have them in that second tax apron which means they couldn’t trade those picks.

This is the smaller teams telling these players that they’re not just going to send them where they want.

Durant only wanted Phoenix and Brooklyn didn’t even negotiate with anyone else, but if they have to choose taking a lesser package because of handcuffs by the CBA or getting an extra pick or two from another team, then they’re taking the better package.

Some people won’t be happy without a hard cap, which isn’t happening unless the players REALLY piss off the owners.

In the new CBA, the luxury tax brackets will increase at the same rate as the cap does, sources told @BobbyMarks42 and me. Since the current luxury tax system was implemented in the 2011 CBA, the brackets had been fixed $5 million increments. Now they'll grow as the cap does.

Great news for us, this will make our tax bill less punitive for sure.
