I don't know if he wrote that specific line (I doubt it), but this song is co-written by Bernie Taupin.
I would submit that a worse line in that song is "Marconi plays the mamba".
I don't know why but over the years I've come to actually like "We Built This City" much more than when it was first released, probably due to it's overbaked reputation as "worst song ever". The video is awful and some of the lyrics are goofy but it is about a million light years away from the worst song. It's not even really Starship's worst song.

I agree. The title "Worst Song Ever" is undeserved. Is it "A Day in the Life"? No. But it's fun and light and yes, the video is peak 80s cringe. I do find the somewhat ironic nature of the lyrics interesting as well.
