Toussaint, Mac/Dr. John and Fats are probably near the top for most.
But, Louisiana has produced a number of musical families that are even influential, the Neville and Marsalis families off the top of my head, and of course, Jerry Lee Lewis/Mickey Gilley/Jimmy Swaggart are all cousins from Ferriday.
Mahalia Jackson was originally from Louisiana. The Louises (Armstrong and Prima) were legends. Professor Longhair, The Meters, Jelly Roll Morton - it's an embarrassment of riches for such a small state (in the grand scheme of things.)

Don’t know about best, but Buddy Guy is my favorite

Buddy Guy (No. 23 on Rolling Stones guitarist list) and James Burton (No. 19) have to be high on the list. Both had a lot of success and influenced many other famous guitarists.
I saw Joe Walsh the other day talking about the intro to a song, I think it was Funk #49, and saying he stole the chicken-picking lick from James Burton down in Shreveport.

Tab Benoit is up there. Solid drummer and one hell of a guitarist.

Louis Armstrong is in a class by himself.

I read in an interview with Jimmy Page that he learned guitar by picking out James Burton's parts on Ricky Nelson records by ear.

wiki page :Jerry Lee Lewis is an American singer-songwriter, musician, and pianist, often known by his nickname, The Killer. He has been described as "rock & roll's first great wild man and one of the most influential pianists of the twentieth century."
