It was peak America for this country. Everything started going downhill when David Lee Roth left the band.

I'll raise you.
Wester civilization started to degrade when we allowed the Swedes to make and produce music. Think about it....the band Europe, producers like Max Martin....

As someone that loved the 80s, but felt like 80-85 was the absolute peak of the decade...you may be onto something.
I can still remember around 87 or so, when Carrie by Europe, Richard Marx and all of his sappy ballads, and Touch of Grey by the Dead were all over the radio/Mtv thinking "Man, WTH happened to the 80s?"

Musically I think Balance is their best. Just a well composed album!

When were they "at their peak'?

The late 80s were pretty good. Downfall of Communism and all.
Grunge was rock’s last stand in the American mainstream. We started going downhill in the mid 90s with the internet.

I actually think Fair Warning in 1981. That album is a tour de force from start to finish.
