Too hard to pick one*.... but I have tickets on my phone to see the first two on this thread!!

Yngwei Malmsteen or Paul Gilbert depending on how you define “best”. Brad Paisley may also be deserving of being in the conversation.

Frusciante improvises new solos every night he plays. It's incredible to witness him, flea, and chad do this dance several times throughout one of their shows.

There’s probably hundreds in a tie for first that no one’s heard of, but as far as pop music goes, Derek Trucks is probably the most versatile and smoothest guitarist alive right now. And I think most every other guitarist including Billy strings would agree with that

"Of popular music" as opposed to some classical or flamenco genius that gets no attention?
I would waver between 3 choices, primarily because of their musicality and their flexibility:
Satch
Eric Johnson
Phil Collen (Def Leppard)
Satch taught, among others, Metallica's Hemmett. That influence cannot be overstated.
Really, any of the three could play about anything you want, in any key, at any tempo and make it sound musically consistent with the song (I say this to distinguish them from some like, say Malmsteen, who is technically off the charts high, but I never appreciated any musicality in what he played).
Realistically, John Petrucci and Steve Vai could probably creep into a Top 5.

As others have said, way too subjective. Lots of fantastic musicians out there and many mentioned already.
Just to throw out a name I think is underrated but always impresses me with his creativity and just sheer joy of making music:
