First, there will be no consensus.
Personally,
60s/70s - stones
80s - probably U2. I know they are a far cry from the band they once were, but they were solid during the 80s
90s - pearl jam or the chili peppers
00s - Dbt.

Won't deny Chili Peppers had some good material, but I usually found their albums filled with 'filler' material...in other words, for every good song or two, you had some real fluff that sounded like it was an afterthought, just something the band threw in because they ran out of ideas...
For the 90's, besides Pearl Jam, any of the other Big 4 could be the best as well- Nirvana, Soundgarden or Alice in Chains. I could also see someone making an argument for STP or Smashing Pumpkins too..
