Im going through my vinyls and listening to APC's 1999 debut.

It's really hard to top this album as a rock debut in the 1990s

Look no further than the OP's choice for debut album. While I definitely agree Mer de Noms was one of the best debuts, they followed it up with a masterpiece with Thirteenth Step.

Beatles, Rolling Stones, Bruce Springsteen, Van Morrison, Radiohead, Spoon, ACDC, Velvet Underground, David Bowie, Beach Boys. I get your point but there are a bunch that took a while to find their footing. Especially bands that were lucky enough to get recording contracts early.
