Lang, when he had the Eye of the Tiger.
Creed was great, but he had lost the Eye of the Tiger by the time he fought Rocky. Just imagine how good he was in his prime.

Drago literally beat a man to death and then intensified Rocky’s already-present brain damage. In Rocky V, Rocky has nightmares during the day about Drago punching the frick out of him. I think Rocky had PTSD from that fight.

Apollo was the HW champion of the world for a long time.
Clubber was a flash in the pan and Drago didn't even know how to box.
He just lumbered around the ring holding his right hand up like it was some He-Man arm.
Clubber and especially Drago couldn't slip any of Rocky's punches. Drago couldn't slip Creed's punches.
The entire Drago storyline was that he hit harder than anyone...and make you brain-dead...since Rocky was already mostly brain-dead, it didn't matter.
The best fighter he ever faced was Apollo.
Clubber was a flash in the pan and Drago didn't even know how to box.

Late Apollo was still the showman and couldn’t take the pounding.
Prime Apollo would still be a showman but take enough of a beating to realize that Drago was the real deal but have the fight/conditioning/toughness/quickness to battle back and win

Both Apollo and Rocky hit Drago with their best shot and he smiled / shrugged that shite off. Rocky was able to wear Drago down by surviving Drago's opening assault but he was broken inside in doing so.

I wouldn’t mind seeing a prequel set in the late 60s of Creed coming up. It’s all fictional, so it might be silly, but that could be a good movie. Or not. Maybe not, now that I think of it.

Lang was legit, but the only time he won, he got a soft Rocky who was worried Mick was dying. When Rocky got his head together and jumped around in the waves a bit, he beat Lang convincingly in the second fight.
Rocky's actual toughest opponent was Adrian. Every movie, she's trying to talk him out of fighting just because she doesn't want to be living with a guy with the IQ of an actual rock. Then she relents, supports him, and he gets beat into being mentally handicapped.
She discourages him when he needs support, then encourages him when he needs to be shut down. Rocky 3 and 4 made it pretty clear that Apollo was the only one truly there for Rocky, and vice versa.
