And none of them should be considered since they're dead. As already stated if it was a question of best all time than it wouldn't even be a question since it would be 100% Dayne. And I didn't say anything about a sword since OP's question also says best fighter.

She hasn't had a straight-up fight. She beats sick people or people fighting without their optimal weapon.

She's awesome, she's better than 99.9% of swordsmen in Westeros, but among the elite of the elite, assuming they're not sick, hurt, tired, bound, or ill-equipped: Jamie Lannister, The Hound, Arthur Dayne, Oberyn Martel, or prime Robert Baratheon would all beat her. And while he doesn't have her skill, I think The Mountian with his super-thick armor is a tossup.

JRRM went on record saying that Barristan Selmy and Arthur Dayne were basically equals, excepting that with Dawn SAD had a slight edge.

I'm going to go with Strong Belwas. He'd whip all the sons-a-bitches that have been named so far. He'd lop the mountain's head off and lay a two foot turd across the severed head. Might even wipe, might not.

Where are you getting any of this?

In the books Ned makes no secret of the fact that he was saved from Dayne by the Crannog Man, Howland Reed. The Tower of Joy battle isn't the only battled Ned fought in and excelled. Ned and Robert fought their way across Westeros in Robert's Rebellion. Ned is a damn good swordsman in his own right.

He was no doubt a great swordsman in his own right. The books make it out like he and Robert were the Bash Brothers. He's just not as good as Barriston Selmy or Arthur Dayne and based on his freakishness, probably not Sandor Clegane either.
