They've both been in random scenes this season. They both seem to be in the third tier of savior leadership.
Negan > Outpost leaders, Eugene > third tier

The shocking surprise is that Negan will catch the whole gang again, make them kneel while he walks by them bat in hand saying Any many miny mo.... then the show fades to black and is canceled.

The Morgan/FWD thing isn’t gonna be like he leaves TWD and ends up in FWD. In real time, TWD is waaaaay ahead of FWD. I’m thinking they’re gonna take the time that Morgan was MIA(the time between where he first leaves Rick til the time rick finds him all crazy) to stick him into the FWD timeline.

Yup and this smoke screen keeps the spotlight off of people trying to spoil how the shows really are meant to cross over.
