If part of it is made in the United States and part of it on location outside the United States, does the rate drop to 50%?

I just don't understand how you even implement something like this. And if you do, like always, WE are the ones who end up paying the increased cost due to tariffs. It's just so, so stupid.
ETA: A far more logical way to increase production in the US is to push for states to provide filming incentives.
